Built on PTAB E2E data.

Every signal is computed from the full PTAB E2E dataset across all IPR, PGR, and CBM proceedings. Petitioner and patent-owner counsel are tracked separately, with institution decisions, Fintiv denials, FWD outcomes, and rehearing patterns all extracted.

What we measure

Ranked on activity. Measured on performance.

Six performance signals across both petitioner-side and patent-owner-side practice. Each signal accounts for the unique dynamics of the PTAB — discretionary denials, Sotera stipulations, MTA practice, and the appeal-to-CAFC arc.

Petition volume

Weighted participation across all IPR, PGR, and CBM petitions — petitioner and patent-owner sides tracked separately.

Institution rate

Petitioner-side: rate of institution. Patent-owner-side: rate of successful POPR denial.

FWD outcomes

Petitioner: unpatentable-claim rate at FWD. Patent owner: claim-survival rate. Both weighted by claim count.
